Position Summary

The selected candidate will provide leadership and support serving as the Alternate Program Manager in support of the Education, Doctrine, and Instruction for Intelligence Efforts (EDIF-IE) IDIQ contract and its subsequent awarded task orders. This contract provides support to the Army's premier intelligence training institution, the US Army Intelligence Center of Excellence (USAICoE), located at Fort Huachuca, Arizona. This is an exciting opportunity for a successful applicant to provide leadership, structure, organization, capabilities, and services necessary to meet performance factors and requirements of the contract and to manage the IDIQ and its subsequently awarded Task Orders. The subsequently awarded Task Orders will provide support for the three High Level Function (HLFs) areas - HLF1 Research Support, HLF2 Product Development, and HLF3 Instructional Support as required by USAICoE's Directorate of Training and Doctrine (DOT-D) Requiring Activities.

This position is contingent upon contract award.

What You'll Do

  • Provide support to the PM structure, organization, capabilities, and services necessary to meet performance factors and requirements of the contract and to manage the IDIQ and its subsequently awarded Task Orders.
  • Responsible for assisting the Program Manager to manage all aspects of program delivery for the IDIQ and each awarded Task Order and maximizing the revenue and profit of each.
  • Responsible for interfacing with and briefing Government personnel (Military and Civilian) of all ranks including General Officers, GS-15s and C-Level Staff. Provide support and maintain relationships with customers and Installation Contracting offices and act as a central point of contact for assigned contracts with the Contracting Officer (KO) and the Contracting Officer's Representative (COR) on all contractual matters relating to the daily operations and the EDIF-IE contract.
  • Responsible for the overall cost, schedule, and performance health of all programmed activities.
  • Develop, implement, oversee, and improve as necessary those processes and procedures required to address and satisfy the Government's contractually defined objectives while minimizing the cost, schedule, and performance risk of contract performance.
  • Serve as the acting Program Manager in their absence and serve as the primary POC for the Government COR in the resolution of all contract issues.
  • Lead and direct technical and administrative project team and execute and monitor project activities.
  • Manage changes to scope, cost and schedule of project work.
  • Coordinate priorities and resources between multiple projects.
  • Perform administrative functions such as reviewing and writing reports, updating project plans, approving expenditures, and making decisions about department related purchases.
  • Provide updates on customer and corporate issues participating in scheduled operational meetings as in routine with team leads and employees.
  • Coordinate cross-functional meetings of personnel related to project.
  • Facilitate sessions to effectively resolve issues if any.
  • Allocate appropriate resources to ensure projects are completed within given time and budget.
  • Utilize corporate ISO processes to track project schedule and cost.
  • Report status, develop project-related documentation and implement lessons learned.
  • Participate in project performance review meetings and discussions.
  • Participate in corporate business development activities.
  • Manage project team responsible for document preparation, scanning, indexing and document OCR imaging.
  • Update and maintain production and quality metrics of projects.
  • Provide support High Level Function Area 1, Research Support, which includes providing support and personnel to perform research support to the Requiring Activities. This includes (but not limited to) personnel traveling to various locations to collect data, holding interviews and after-action reviews (AAR), attending meetings and conferences, analyzing military papers, objectives, critical task lists, current instructional methodologies, doctrine, regulations, and the reviewing the newest technology.
  • Provide support to High Level Function Area 2, Product Development, which includes providing support and personnel to perform a wide variety of product development in support of the Requiring Activities. Anticipated areas of support duties performed to satisfy the requirements include (but may be not limited to); creating training and doctrine material in multiple formats such as: multimedia, graphics, web design, virtual environments, publications, official briefs, white papers, reports. Create and maintain draft updates to doctrine and associated training publications, recording meeting minutes, and historical records.
  • Provide support to High Level Function Area 3, Instructional Support, which includes providing support and personnel to perform Instructional oriented services in support of the Requiring Activities. Areas of support include (but not limited to), instructing training methodologies, instructing on new product development usage, and updating and maintaining instructional related architecture and associated websites.
  • Be available during core work hours 0900 to 1430 AZ time, Monday through Friday, except federal holidays or when the facility is closed for administrative days.
  • Responsible for developing and accessing documentation in the form of reports, proposals, white papers, and briefings.
  • Other duties as assigned.

Requirements and Qualifications:

  • Bachelor's Degree from an accredited university or college
  • Demonstrated 10 years of experience managing organizations and teams of personnel.
  • Must have obtained a PMP or a project management focused certificate.
  • Demonstrated history of success in cost control, budget administration, acquisition and retention, key account development, and customer service optimization.
  • Skilled at minimizing risk using an Integrated Master Schedule, Responsibility Assignment Matrix, and Cost Control Account Schedules.
  • Knowledge of Army and Joint Doctrine, Policy, and Policy development.
  • Demonstrated understanding and knowledge of Army Training and Product Development
  • Demonstrated understanding of conducting and analyzing research and collected data.
  • Demonstrated understanding of the ADDIE model and Army Instructional System
  • Proficient in Microsoft Office Applications: Outlook, Word, Excel, PowerPoint, and MS Teams
  • Proficient verbal and written communication skills and familiar with the Army Writing Style
  • Demonstrated experience maintaining timelines and ability to work with minimal supervision.
  • Ability to give and receive constructive feedback.

  • United States Citizenship
  • Ability to be issued and maintain an Active Top Secret - Sensitive Compartmented Information (TS/SCI) security clearance.

Desired Qualifications:

  • Master's Degree or higher
  • Graduate of a military service school equivalent to the Army Command and General Staff College (Military Education Level-4)
  • Previous experience at USAICoE
